Rell, The Iron Maiden, is one of the least popular LoL champions, so Riot Games is shaking things up with a MidScope rework coming on LoL patch 13.11.
The latest Rell Midscope rework is proof that Riot Games tries to fix those LoL champions that just don’t get along with the community. Rell and Nilah are the latest LoL champions released in their roles, but they aren’t very popular. Riot Games obviously designed these champions to see them played everywhere, including in the LoL Esports sphere. But since that’s not the case, they have made some Rell gameplay adjustments. LoL patch 13.11 brings us a flurry of LoL item changes and the Rell Mid-Scope rework.
LoL Rell Rework Release Date
The Rell Mid-Scope rework is set to be released on LoL patch 13.11 which comes to live servers on Thursday, June 1, 2023. The Ivern LoL rework is also slated to be released in that time frame, after a few weeks of play-testing on the LoL PBE server.
Rell LoL Abilities
Rell’s ultimate ability is staying the same, but the rest of Rell LoL abilities are undergoing major changes. The Rell Midscope leak shows us that these Rell balance changes will make Rell a reimagined champion. We can’t wait to create a Rell build guide after this midscope rework but we need to wait out and see the LoL meta impact it will have.

Rell Rework Changes to Base Stats:
- Rell Base attack speed increased from 0.55 to 0.625.
- Rell Attack speed ratio increased from 0.55 to 0.625.
- Rell Attack speed growth reduced from 2% to 1.5%.
- Rell Armor growth reduced from 4.2 to 3.
- Rell Magic resistance growth reduced from 2.05 to 1.
- Rell Base movement speed was reduced from 335 to 330.
Her movement speed is getting reduced because she has a new E spell, which makes her a lot more mobile. The resistance scalings have been lowered to compensate for her buffed passive ability.
LoL Patch 13.11 Rell Midscope Rework Passive Ability Explained
Rell’s passive ability called Break The Mold will now hold most of her power budget. The way Rell LoL rework abilities are meant to function is to make her the tankiest support champion in League of Legends. But this is done proactively, rewarding good Rell players for smart engages.
- Resistance steal reduced from 10% to 2.5%.
- Minimum resistance reduction reduced from 5 − 12 (based on level) to 1.25 − 3 (based on level).
- Duration increased from 4 to 5 seconds.
- NEW EFFECT: Stolen resistances now stacks up to 5 times per target.
- NEW EFFECT: Abilities now apply one stack per target.
- NEW EFFECT: Gained resistances remain for the full duration even if a target dies.
- REMOVED: No longer steals resistances from minions.
- REMOVED: No longer deals 8 − 16 (based on level) bonus magic damage on-hit.
- REMOVED: Damaging a new target no longer refreshes duration on all targets.
Rell passive ability will now stack with every single ability hit. This enables for big wombo-combo engages with her W and ultimate ability, rewarding her with a lot of resistances.
LoL Patch 13.11 Rell Midscope Rework Q Spell Ability Explained
Riot Games are making Rell LoL Rework Q spell pack a punch! Shattering Strike will give Rell extended reach with her crowd control in fights and more flexibility with how she starts fights. Rell LoL can look for engages with her Q spell stun to set up her W ability. Or she can start with W and then Q to keep the highest priority targets in place after. This newfound power required some nerfs and adjustments, but at least the shield break is still included. These small changes might not be enough to push her into the LoL jungle meta, but its good to have that option as an auto-filled Rell main.
- Base damage reduced from 70 / 115 / 160 / 205 / 250 to 60 / 95 / 130 / 165 / 200.
- Damage against monsters increased from 100% to 250%. It’s for a Rell LoL jungle guide!
- Cast time increased from 0.35 to 0.5 seconds.
- Forward range reduced from 685 to 520 units.
- Backward range increased from 150 to 220 units.
- Cooldown increased from 9 / 8 / 7 / 6 / 5 to 11 / 10.5 / 10 / 9.5 / 9 seconds.
- NEW EFFECT: Now stuns targets hit for 0.75 seconds.
- NEW EFFECT: Now lunges forward 100 units when casting.
- Does not count as a movement spell.
- REMOVED: Damage is no longer reduced to 50% against targets beyond the first.
- REMOVED: No longer heals herself or an ally tethered with Attract and Repel for 10 / 15 / 20 / 25 / 30 (+ 30% AP) (+ 4% of missing health) per champion hit.
LoL Patch 13.11 Rell Midscope Rework Unmounted W Spell Ability Explained
In case you haven’t known, Rell W Spell is split into two stances. Rell can be mounted on her horse or dismounted, and as a champion, she functions differently when that happens.
- Ferromancy: Crash Down
- REMOVED: No longer passively grants her 5% − 15% (based on level) bonus movement speed.
- Bonus resistances increased from 10% to 12%.
- Damage against monsters increased from 100% to 250%.
- Base damage reduced from 70 / 105 / 140 / 175 / 210 to 70 / 100 / 130 / 160 / 190.
- Base shield reduced from 35 / 60 / 85 / 110 / 135 to 30 / 55 / 80 / 105 / 130.
- The shield health ratio was reduced from 12% to 10% of Rell LoL maximum health.
- Slide distance was reduced from 375 to 320 units.
- The effect radius was reduced from 200 to 180 units.
- Dash range reduced from 500 to 400 units.
- Knock-up duration was reduced from 1 to 0.75 seconds.
This Rell LoL ability and gameplay adjustments emphasize the Dismounted as the form you want to be in for a fight with some combat stats and extra range. The self-slow is no longer capped, so she can squeeze out even more mobility now with her new E ability active while dismounted. If the Rell LoL build is optimized properly she might even end up faster than some ranged champions.
LoL Patch 13.11 Rell Midscope Rework Mounted W Spell Ability Explained
These PBE Rell LoL nerfs will act as compensation for her increased damage and range while dismounted. As a result this should make her combo a lot more reliable with the improved E and Q Rell reworked abilities, despite the W AOE being decreased.

- Ferromancy: Mount Up
- NEW EFFECT: Now passively grants her 15 / 20 / 25 / 30 / 35% bonus attack speed and 75 bonus attack range while dismounted.
- NEW EFFECT: Now reduces her movement speed by 15% while dismounted.
- REMOVED: Base movement speed is no longer modified to 280 while dismounted.
- REMOVED: Movement speed is no longer capped at 290 − 400 (based on level) while dismounted.
- Damage against monsters increased to 250% from 100%.
- Bonus movement speed changed to 30% at all ranks from 25 / 30 / 35 / 40 / 45%.
- NEW EFFECT: Bonus movement speed now decays over the duration.
LoL Patch 13.11 Rell Midscope Rework E Spell Ability Explained
This PBE LoL Rell champion update brings us a completely new E spell for the Iron Maiden.
This new E helps Rell LoL easily start fights, move quickly and charge down her enemies. It should enable her to be much more proactive and help her position properly i border to make devastating engages with her W spell. E spell into Q spell into W Dismount should be a great crowd control combo without using her ultimate ability.
With both Rell LoL and her bot lane counterparts receiving a movement speed boost, this should help get everyone on the same page. She can signal and enable going in, but that mobility can also be used to help each other out if things don’t work out.
- COST: 40 mana.
- COOLDOWN: 15 seconds.
- RANGE: 1200 units.
- PASSIVE – MOUNTED ALACRITY: Rell gains 5 − 50 (based on level) bonus movement speed, reduced to 50% effectiveness while in combat.
- ACTIVE: Rell powers up herself and the target allied champion, both gaining bonus movement speed that ramps up to 15 / 17.5 / 20 / 22.5 / 25% over the next 3 seconds, doubled to 30 / 35 / 40 / 45 / 50% while moving towards enemies or an empowered ally within 1200 units. Additionally, Rell’s next basic attack or Shattering Strike within 5 seconds creates an explosion in a 300 unit radius, dealing 25 / 35 / 45 / 55 / 65 (+ 30% AP) (+ 2 / 2.5 / 3 / 3.5 / 4% of target’s maximum health) magic damage, increased to 250% against monsters.
