LoL Patch 13.13 Breakdown
LoL Patch 13.13 brings a ton of changes geared towards professional League of Legends play, with Nidale and Lee Sin making a comeback.
Statikk Shiv on mages is no longer a thing on LoL patch 13.13. Riot Games are coming down hard on the meta in professional play, while buffing the hardest champions to play in League of Legends. The ranked season is being split in 2 competitive splits, which means twice the amount of ranked rewards.
LoL Patch 13.13 Ranked Mid-Season Reset
This League of Legends patch will be the first time Riot Games is splitting the ranked season into 2 splits. Players will receive ranked rewards for both splits, and the Emerald rank will be implemented when Split 2 starts. But when will the current split end? According to Riot Games, this is the timeline:
- July 17 at 11:59 pm local time: All ranked queues will go offline and all the data is going to be collected, so rewards can be distributed.
- July 18 at around 3:00 am local time: Ranked is back up, but playing on it will not give you any more points for the current season, or the next one.
- July 19-21: Ranked will be reset and Split 2 is going to kick off
And this is the timeline for when servers are going live, which will mark the start of the second ranked spit in season 13 of League of Legends.
LoL Patch 13.13 Champion Nerfs
Aphelios has been a constant fixture in professional play. You can meme about 200 years all you want. But this champion is the modern-day League of Legends hyper-carry. With other options being nerfed, he has risen in priority over the last 2 months. It all boils down to his versatility, which stems from his passive ability. He has great gank setup with the slow and root on Gravitum. Tremendous outplay potential due to the sustain on Severum. And this is all on top of his great DPS potential with Crescendum. Something has to give and Riot Games are bringing the hammer on him.
- Gravitum Slow Duration: 3.5 seconds ⇒ 2.5 seconds
- Severum Attack Healing: 2.5%-9% (levels 1-18) ⇒ 2%-7.1% (levels 1-18)
- Severum Ability Healing: 8.33%-30% (levels 1-18) ⇒ 5%-17.75% (levels 1-18)
- Crescendum Sentry Base Attack Speed: 0.8 ⇒ 0.64 (Note: Sentry attack speed scales with Aphelios’s bonus attack speed.)
AP Varus has been strong for quite some time. But Koreans are now taking him top lane, and dominating every matchup. Tanks players were upset about Vayne top, but AP Varus does 4000 damage with 2 spells.

- On-Hit Magic Damage: 7/12/17/22/27 (+30% AP) ⇒ 7/12/17/22/27 (+35% AP)
- Damage per Blight Stack: 3/3.5/4/4.5/5% (+2.5% per 100 AP) of target’s maximum HP ⇒ 3/3.5/4/4.5/5% (+1.5% per 100 AP) of target’s maximum HP.
LoL Patch 13.13 Jungle Champion Nerfs
The Ivern rework has made this tree a menace. Forget the supportive playstyle. Korean top laner now play full AP Ivern with PTA and burst enemies from the comfort of their bushes. That’s why Ivern is losing 10 flat damage and 10% AP scaling on his W spell passive. His ultimate ability Daisy, is also getting nerfed. She will lose 10 flat movement speed and 20 flat damage every time she attacks a target.

Kindred already got Trinity Force nerfed and now it’s time for additional measures. She is losing 30 health points and 3 armor on level 1. This should lower her early game dominance, which leads to invades. Next time you see a Kindred with a Red Buff on your Blue buff, don’t be scared to fight her.

The Rek’Sai buffs to her passive have been so good, we started seeing her in the top lane. Although a niche pick, she is also the best jungler in the game by a far margin. Her early game is pretty insane by design, but the recent buffs have made it more forgiving. That’s why Riot Games is lowering her base health by 40 points and base AD by 3 at level 1.

LoL Patch 13.13 Pro Play Mid Lane Champion Nerfs
The Neeko rework has been a major success. And it’s not because it has interesting features. Her numbers are a bit over the top, and it has made her a priority pick in competitive play. The cooldown on her Q ability is going up by 2 seconds. The bonus on-hit damage on her W ability is going down in the early game but is getting compensated later on. The main change here is the one to her ultimate ability. Neeko will no longer be disguised for the entire duration of her ultimate ability. This should give more counterplay to her opponents against her CC chain.

- Channel Disguised Duration: Neeko is disguised for the entire 1.25-second cast time ⇒ Neeko is disguised for the first 0.5 seconds of the cast, and is then revealed for the remaining 0.75 seconds
Annie has been one of the best mid lane champions in League of Legends for the past 4 months. She is a very easy champion to pilot in ranked solo queue matches, but also bring a ton of value to the professional environment. That’s why Riot Games is chipping 10 flat damage and 5% of her AP scaling on her Q ability. This might sound like a slap on the wrist. But considering how much this ability is used, it adds up to quite a bit of damage lost.

LoL Patch 13.13 Pro Play Jungle Champion Nerfs
Vi has been a mainstay in competitive League of Legends ever since Arcane came out. But that’s not because of the series, rather than the meta itself. Vi provides way too much value and lockdown against mobile hyper carries, without having to build damage items. That’s why Riot Games is reducing the shield amount on her passive ability and increasing the cooldown on her ultimate ability.

Wukong is another jungler that has been terrorizing competitive play. Some might argue that Divine Sundrer is what makes this champion so good. But that doesnt change the fact that the monkey king provides so much value in a competitive environment. Instead of nerfing other aspects of his kit, Riot Games are hitting his jungle clear. The Wukong rework has been a major success, but he’s still struggling in the top lane.

LoL Patch 13.13 Balance Changes: Buffs
Two of the hardest champions in League of Legends are getting buffed on LoL patch 13.13. With so many pro play nerfs, it was about time we saw some pro play buffs. Nidale and Lee Sin will be looking to replace Wukong and Vi in the jungle meta.
Lee Sin is getting 5-10% more damage on his signature Q ability. While these are scaling buffs based on his AD, it should definitely make him a priority pick.

Nidalee is receiving 5 flat movement speed. This might not sound like a lot, but this stat is one of the most important in the game. From dodging abilities, catching up to enemies and overall mobility, more movement speed is always better.

LoL Patch 13.13 Rell Jungle Adjustments
The Rell rework is doing great in her original support role. But Riot Games are keen on making her more popular. And what better way to do this, than to make her a viable jungle pick? Junglers will play anything that isn’t standard, and Rell fits that criterion perfectly.
- Health Regeneration Growth: 1.7 ⇒ 1.5
- Base Magic Resistance: 32 ⇒ 30
- Magic Resistance Growth: 2.05 ⇒ 1.85
Q – Shattering Strike
- Bonus Damage to Monsters: 150/220/290/360/430 ⇒ 170/245/320/395/470 (Note: Max Q first now!)
W – Ferromancy: Crash Down/Mount Up
- Crash Down Shield: 35/60/85/110/135 (+12% of maximum HP) ⇒ 15/40/65/90/110 (+12% of maximum HP)
- Dismounted Attack Speed: 15/20/25/30/35% ⇒ 30%

LoL Patch 13.13 Item Adjustments
The Samira Duskblade interaction is finally removed from the game. Channels like Samira and Miss Fortune ultimate abilities should be able to activate the passive. But they should also deactivate it and put the item on a cooldown. Rather than have a useless mythic item, Riot Games are deciding to remove the interaction altogether.
Ezreal, Rengar and Draven have been building so much attack damage and lethality recently. And that might not be an issue most of the time. But considering they include a Spellblade item in their build, Essence Reaver in this case, it becomes a problem.
- Essence Reaver Spellblade Damage: 100% Base AD (+40% Bonus AD) ⇒ 130% Base AD (+20% Bonus AD)
The same approach of shifting power from AD ratios into base item power also applies to Stormrazor. This lowers burst potential late game, while making the item stronger early on.
- Stormrazor Energize Damage: 15 (+60% AD) (+50% AP) ⇒ 90 (+25% AD) (+0% AP)
LoL Patch 13.13 Statikk Shiv Nerf
Say goodbye to Statikk shiv LeBlanc. Or any mage abusing that item for that matter. Riot Games are removing the AP ratios on the active against minions. This should prevent mages from one-shotting the entire wave with 1 auto attack. The item is also losing 20% AP damage against champions.
